This would be expected, even with a design optimised to radiate at 50 Hz, as the size of the antenna is limited by the size of the bathroom.

Like suburban power lines, the underfloor heating elements would not produce much radiation at all. A claim to protect against dragons and flying pigs would be equally relevant.

Electromagnetic fields are another matter. The current through the heater produces the magnetic field, and for a 250W heater this is about 1 A, a relatively small current. The electric field strength relates to the voltage (240 V) and would be attenuated by the floor covering, particularly when it is moist or wet.

Its surprising how many times people get confused between electromagnetic radiation and electromagnetic fields.

Claims that underfloor heating produce no electrmagnetic radiation are spurious, as there is no appreciable radiation with an antenna the size of a room.
