Read this <a href=\"http:\/\/blog.dbohs.com\/?page_id=10\">disclaimer<\/a> first if you want to read this post.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Out of the mire of bad advice, health authorities have emerged as authoritative. Much of their advice is good, but it comes with a major limitation. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When I started interacting with Social Scientists at <a href=\"https:\/\/www.griffith.edu.au\/\">Griffith University<\/a>, the Work and Health major was multidisciplinary but I had only really worked with physical scientists and engineers. The experience was humbling and I got to understand my solutions to problems did not end with presenting the solution in a report. I had done the easy bit and the solution still had to be implemented and made sustainable. The people bit.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">I have been trying to step back a bit from prevention of COVID-19 and I have realised that the solutions tend to be medical and with little understanding or appreciation of the technical limitations or other non-medical solutions. The whole thing has been &#8220;<strong>medicalised<\/strong>&#8220;. <\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter size-large is-resized\"><img loading=\"lazy\" decoding=\"async\" src=\"http:\/\/blog.dbohs.com\/wordpress\/wp-content\/uploads\/angry-male-doctor-hammer-17197470.jpg\" alt=\"\" class=\"wp-image-1472\" width=\"183\" height=\"216\" srcset=\"https:\/\/blog.dbohs.com\/wordpress\/wp-content\/uploads\/angry-male-doctor-hammer-17197470.jpg 382w, https:\/\/blog.dbohs.com\/wordpress\/wp-content\/uploads\/angry-male-doctor-hammer-17197470-255x300.jpg 255w\" sizes=\"auto, (max-width: 183px) 100vw, 183px\" \/><figcaption>Doctor with hammer Courtesy  <a href=\"http:\/\/dreamstime.com\/stock-photo-angry-male-doctor-hammer-image17197470\">dreamstime.com<\/a> <\/figcaption><\/figure><\/div>\n\n\n\n<p class=\"wp-block-paragraph\">In this context the solutions have a <strong>narrow disciplinary focus<\/strong> and will miss significant good controls. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A <a href=\"https:\/\/en.wikipedia.org\/wiki\/Hierarchy_of_hazard_controls\"><strong>Hierachy of Controls<\/strong><\/a> is used in industry to control toxic exposures, <strong>Engineering<\/strong> controls trump <strong>Administrative <\/strong>Controls like <strong>Social Distancing<\/strong> and<strong> Hand Sanitiser<\/strong>. At the bottom of the ladder is Personal Protective Equipment like <strong>face masks<\/strong> and <strong>gloves<\/strong>. This Hierarchy of Controls if often embedded in Occupational Health and Safety legislation but is currently largely ignored with COVID-19.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The reason for this is very clear. When policy is made, it is done within the framework of understanding the problem in term of one&#8217;s own ability to solve it. This is to say &#8221; <a href=\"https:\/\/en.wikipedia.org\/wiki\/Law_of_the_instrument\">if the only tool you have is a hammer, to treat everything as if it were a nail<\/a>.&#8221; Like the doctor above with a hammer.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The solution is to have a more multidisciplinary team developing policy, or at least being open to suggestions. Medical, epidemiological and public health experts are there but ventilation engineers and <a href=\"https:\/\/www.aioh.org.au\/\">occupational hygienists<\/a> are missing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">My earlier bog points to the need to <a href=\"http:\/\/blog.dbohs.com\/?p=1424\">control faecal aerosols in public toilets<\/a>. This is way up the <strong>Hierarchy of Controls<\/strong> and should have been one of the first controls considered.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n","protected":false},"excerpt":{"rendered":"<p>This blog is not intended as advice.
